Tender offers are invited from NBFIRA Licenced Short-Term (non-life) Insurance Companies for the provision of insurance services (Agency Agreement) to BSB Insurance Agency (Pty) Ltd for a period of three (3) years.
The procuring entity is BSB Insurance Agency (Pty) Ltd Gaborone.
Bidders who are to be considered for award of the contract should be appropriately licensed to trade and or supply the services tendered for, and in possession of requisite documentation to trade and or supply such services according to the laws of Botswana.

Sealed Tender offers are invited for from 100% Citizen Owned service providers the provision of outsourced disaster recovery hoisting services in line Instrument No 23of 2020.

1. Introduction

Botswana Savings Bank (BSB) is seeking to appoint a Lead Arranger for the purposes of coordinating fund raising activities, along with the associated credit work in raising a BWP1 Billion from in Domestic Capital Market. The purpose of this document is to give an overview of BSB, outline the BSB funding requirements, as well as outline the envisaged key responsibilities of the proposed Lead Arranger.


2. About BSB

Botswana Savings Bank (BSB) Botswana Savings Bank (BSB) is an autonomous financial institution established by an Act of Parliament in 1992 with a specific mandate of mobilizing the nation to save as well as providing inclusive financial services. The Bank is governed by an Independent Board of Directors which reports to the Ministry of Finance and Economic Planning and is supervised by the Central Bank. BSB is required to carry out its business according to sound commercial principles and in accordance with the Banking Act of 1995.

The Bank is a member of the World Savings Bank Institute - an association of Savings Banks represented in over 90 countries worldwide. To date, the bank is the largest State-owned deposit taking bank in Botswana with assets worth BWP2.6 billion.

BSB fulfils its mandate by the provision of savings products; debt financing, in the form of personal loans, mortgages and vehicle financing. The bank has a symbiotic partnership with Botswana Post leveraging off the nationwide network the post has; further driving the financial inclusion agenda; through co-branded strategic posts being bank service points. The bank currently has 2 branches in Gaborone and Francistown; leverages off a network of 131 post offices nationwide and maintains 7 ATM’s country wide and recently opened one in Kang.

Over the years, BSB has achieved significant socio-economic contribution through driving the financial inclusion agenda and currently has a loan portfolio amounting to BWP1.4billion.


3. Fund Raising

As part of the implementation of the current business strategy, fund raising plays a critical role in achieving our ambitions goal of growing loan book by close to 30% as well as execution of our Gemvas funding mandate which also has long dated instruments of up to 20 years, hence the requirement to seek funding that matches the funding profile.

To date, BSB has subordinated debt from The Government of Botswana amounting to BWP105 million maturing 2035 as well as equity investment of BWP20 million from the shareholder.


4. Required Services

For purposes of coordination amongst other factors, BSB is seeking to appoint a Lead Arranger to perform the following;
1. Coordinate the necessary due diligence processes.
2. Coordinate all the necessary credit reviews and appraisal processes.
3. Lead deal negotiations
4. Advisory role on transaction structure; timing and pricing
5. Coordinate all parties and necessary meetings
6. Prepare and assume custodianship of all transaction documents.

BSB will prefer to select a Lead Arranger who will;
• Be willing, capable and able to underwrite at least BWP150million of the first bond issuance. (Please provide a letter of commitment to that effect). • Be innovative, and propose a value adding solutions directly speaking to BSB$#39;s needs. • Demonstratable track record of successful DCM transactions.
